Charter movement's U-shaped dilemma | Thoughts on Public ...

Charter schools in California tend to be bipolar, with disproportionate numbers of very high and very low performing schools, according to a newly released analysis by the California Charter Schools Association.

In duplicating a pattern that it found last year, in its first ?Portrait of a Movement? annual report, the Charter Schools Association renewed its call for local authorizers to focus attention on academic achievement and to not renew the poorest performers on the state?s Academic Performance Index. CCSA has identified 29 schools ? about 5 percent of the state?s eligible charters ? that fail to meet the minimum academic criteria of three measures; CCSA is recommending closure of the 10 that are up for charter renewal by the end of this school year. (Small schools and schools classified as serving highly mobile and at-risk students, known as ASAM schools, were excluded from the list.)

One of CCSA?s metrics, which is highlighted in the Portrait, is the Similar Students Measure, or SSM. It predicts a school?s API after factoring in student demographics ? including family income, parent education level, mobility, ethnicity, and percent English Language Learner and Special Education students ? and then plots whether schools exceed or fall short of the prediction. It?s the SSM, a schoolwide counterpart to the value-added metric that projects a teacher?s impact based on students, that shows concentrations of charter schools at the upper and lower ends in comparison? with non-charter schools. By taking into account the student body served, particularly in schools with large proportions of disadvantaged students, the SSM gives a richer picture than the raw API score alone, according to the Association.

Based on three years of student testing of 789 charter schools, the SSM showed that one out of eight charter schools (12.7 percent, or 100 schools) fell in the bottom 5th percentile of their predicted API, compared with only 4.2 percent, or 312 schools, of non-charter schools (see graph and chart). If they had performed purely as predicted, only 39 charters would have been in the bottom 5th percentile.

Nearly one out of five (19 percent, or 150 schools) fell in the bottom 10th percentile of predicted API scores, compared with 9.1 percent, or 673 schools, of non-charters.

At the other end, one out of seven charters (14.7 percent, or 116 schools), fell in the top 5th percentile band and more than one out of five (21.8 percent, or 172 schools) were in the top 10th percentile. Had they performed as predicted, again only 39 charter schools would have been in the top 5th percentile. By comparison, 4 percent of non-charters (295 schools) are in the top 5th percentile and 9.1 percent (673 schools) are in the top 10th percentile.

It?s the ?U? pattern of top and bottom schools, so visible on a graph, that CCSA wants to turn into a ?J.?

By another measure, it?s already happening. Nearly twice as many charter students attend the top 5th percentile of schools, based on their predicted API scores, than attend the bottom 5th percentile of charter schools: 30,350 students or 13.4 percent of charter students attending the highest-performing schools, versus 17,115 or 7.6 percent of charter students attending the lowest-performing schools.

That?s because the lowest-performing schools are smaller, an indication they may be having a harder time with finances and enrollments (see chart and graph).

Success with low-income students

The Portrait offers a further look at Calfornia?s 987 charter schools:

  • Charters operated by a nonprofit Charter Management Organization ? like KIPP, Aspire Public Schools, Rocketship Education, and Alliance for College Ready Public Schools in Los Angeles ? were concentrated at the top, with 40 percent of charters operated by a CMO in the top 10th percentile of Predicted API measure. Independent, solo operations tended to be clustered in the lower 10th percentile.
  • While there are high-achieving independent study and virtual or online charter schools, a disproportionate number are clustered at the bottom. Of the 25 schools identified as online charters, eight (32 percent) fell in the bottom 10th percentile, with three or one-eighth in the top 10th percentile. It?s still a small sample, the report notes, so more research is needed.
  • Charters serving primarily low-income children are doing well academically. Nearly a quarter of the 108,000 students tested in schools where at least half of the families qualified for free or reduced lunches attend schools in the top 5th percentile of schools. Thirty-five percent of students attend schools in the top 10 percentile? compared with 11 percent in the bottom 10th percentile of schools.

The Portrait highlights the success of charters in Oakland, where they comprise 23 percent (29 schools) of Oakland?s 126 schools and 19 percent of its 31,700 students. The report credits Oakland Unified?s ?active oversight? and its ?rigorous charter review process containing clear and transparent standards for approval and renewal.? A surprising 48 percent of charter students in Oakland attend a charter whose Predicted API score fell in the top 10th percentile, compared with 6 percent of students in district schools; only 4 percent of Oakland charter students attend a school in the bottom 10th percentile.

Weeding out lowest performers

The Similar Students Model is one of three metrics that CCSA uses to determine which schools to recommend for charter non-renewal. The other two are the absolute API score (must be over 700) and growth in API (minimum of 50 points over three years). CCSA says it invites charters to make the case why they shouldn?t be on the list by presenting? other data on student achievement. A few have taken them up on the offer, says Jed Wallace, CEO of CCSA. And CCSA says that it visited most, though not all, low-performing charters last year.

There?s been little change over the past decade in the concentration of low-performing charters. If its recommendations were followed, as charters come up for renewal, the number of charters clogging the bottom 10th percentile could be significantly reduced over the next seven years, the organization asserts.

But CCSA?s methodology and its criteria have met resistance, within the ranks of the community and outside of it. Eric Premack, executive director of the Sacramento-based Charter Schools Development Center, criticized the use of self-reported demographic data on income and family education and the focus on API and California Standardized Tests, which he calls a crude measure of a school?s performance.

Premack?s criticism may have resonated where it counts. CCSA spent months negotiating with Assembly Education Committee Chairwoman Julia Brownley to have the minimum API score of 700 and its three-year growth target incorporated into AB 440, on charter revocations.

But after a two-hour meeting with Gov. Jerry Brown, Brownley pulled it and another bill on charter accountability last September, shortly before they were to go to Brown for his signature. No one has said why, but Brown, who started two charter schools in Oakland, made it clear in a veto of a bill sponsored by Senate President pro Tem Darrell Steinberg last year that he wants to de-emphasize API and test scores as a measure of a school?s performance and look at qualitative measures, including school inspections.

17 tons of Nuestra Senora silver head for Spain

A 17-ton haul of silver coins, lost for two centuries in the ocean's depths aboard a sunken Spanish ship, began its journey back to its home country Friday after the U.S. explorers who brought it to the surface lost their claim to ownership.

Two massive Spanish military cargo planes took off with 594,000 silver coins and other artifacts aboard.

"This is history. We bear witness to that fateful day 200 years ago," Spain's ambassador to the United States, Jorge Dezcallar de Mazar, said. "This is not money. This is historical heritage."

Odyssey Marine Exploration made an international splash in 2007 when it discovered the wreck of the ship, believed to be the Nuestra Senora de las Mercedes, off Portugal's coast. At the time, the coins were estimated to be worth as much as $500 million to collectors, which would have made it the richest shipwreck haul in history.

The Spanish government requested a high-security operation for Friday's transfer, and key details arranged with U.S. authorities weren't disclosed.

On Thursday, the Peruvian government made an emergency appeal to the U.S. Supreme Court seeking to block transfer of the treasure to give Peru more time to argue that it is the treasure's rightful owner.

Peru says the gold and silver was mined, refined and minted in that country, which at the time was part of the Spanish empire. The appeal was directed to Justice Clarence Thomas, who did not indicate when he would respond.

U.S. courts had previously rejected claims by descendants of the Peruvian merchants who had owned the coins aboard the Nuestra Senora de las Mercedes.

"Peru is making the same arguments that have been rejected at every level of the U.S. courts," said James Goold, a Washington attorney who represents the Spanish government. "There's absolutely nothing new in it."

The head spokesman for Peru's embassy in Washington, Rodolfo Pereira, declined to comment Thursday.

Odyssey ? which uses a remote-controlled submersible to explore the sea depths ? had previously argued that as the finder it was entitled to all or most of the treasure. The Spanish government filed a claim in U.S. District Court soon after the coins were flown to Florida, contending that it never relinquished ownership of the ship or its contents.

Odyssey argued that the wreck was never positively identified as the Nuestra Senora de las Mercedes. And if it was, the company contended, then the ship was on a commercial trade trip, not a sovereign mission, meaning Spain would have no firm claim to the cargo. International treaties generally hold that warships sunk in battle are protected from treasure seekers.

Odyssey lost every round in federal courts. This month, a federal judge ordered the company to give Spain access to the treasure this week to ready it for transport. Odyssey said it would no longer oppose Spain's claims.

The company has blamed politics for the courts' decisions, since the U.S. government publicly backed Spain's efforts. In several projects since then, Odyssey has worked with the British government on efforts to salvage that nation's sunken ships, with agreements to share what it recovers.

The company has said in earnings statements that it has spent $2.6 million salvaging, transporting, storing and conserving the treasure. But it is not expected to receive any compensation from the Spanish government because Spain has maintained that the company should not have tried to salvage it in the first place.

The Spanish Culture Ministry recently said the coins are classified as national heritage and must stay inside that country, where they will be exhibited in museums. It ruled out the idea of the treasure being sold to ease Spain's national debt in a country grappling with a 23 percent jobless rate and a stagnant economy.

UNHCR | Refworld | Russia: Enshrining Homophobia

This week in St Petersburg the local legislative body came one step closer to passing a bill which would make it a prosecutable offence to promote? ?sodomy, lesbianism, bisexuality and transsexuality? to minors.

Section 28
Back in March 1988 the UK Government provided the precedent for this bill. It passed a law?preventing local authorities from intentionally promoting homosexuality or from promoting teaching in schools about the ?acceptability of homosexuality as a pretended family relationship?. The provision became known as Section or Clause 28. Although no criminal offence was attached to the prohibition it was considered a significant setback for the rights of gay people in the UK. Schools became nervous about what they could and couldn?t explain to pupils.

Fifteen years later, the Labour Government repealed?Section 28, and in 2009 David Cameron officially apologised for it, recognising that it was offensive to gay people. This brought to an end a long and protracted debate as a result of a law purportedly designed to protect school children from becoming aware of gay and lesbian relationships.

The remit of Russia?s own Section 28 is far wider and more dangerous. It is part of a worrying trend of homophobic laws being passed across Russia under the guise of protecting minors. ?The ?gay propaganda? bill, as it has become known, would make it a prosecutable offence to promote ?sodomy, lesbianism, bisexuality and transsexuality? to minors. The offence would carry a fine of up to 5,000 rubles (100 GBP) for individuals and up to 500,000 rubles (10,000 GBP) for organisations.

The language of the bill is so vague that it could catch anything remotely gay-positive that minors could possibly see, such as the display of a rainbow flag or wearing a T-shirt with a gay-friendly logo. Would this mean that the work of LGBT (lesbian, gay, bisexual and transgender) organisations raising awareness of suicides amongst the young LGBT population falls foul of the law? Could same-sex parents be guilty of propaganda to their children and others?

100-250 people gathered in St. Petersburg on May 17, 2009 for the International Day Against Homofobia. ?St Petersburg though would soon join other Russian regions including Ryazan and Arkhangelsk in hindering the promotion of homosexuality in public.

With such a provision in place, the work of LGBT organisations and pride marches would be severely hampered. There is a danger that the law would be used to justify discrimination and even violence toward the LGBT community.

The bill unanimously passed its first reading in St Petersburg in November. It passed on second reading on 8 February by a vote of 30 to 6. The third reading will be on Wednesday, and if it is approved then it could be signed into law by the St Petersburg governor.??

The danger of federal legislation
The homophobic laws being promoted across Russia dangerously conflate homosexuality with the crime of paedophilia by placing the offences together under the same legislation. This risks stoking anti-gay sentiment. Already similar laws have been passed in the Russian regions of Ryazan, Arkhangelsk, and just a few weeks ago in Kostroma. If the bill becomes law in St Petersburg it is likely that this could serve as a precedent for federal legislation.?

Russia is not an easy country for the LGBT population. Annual pride marches garner little public support, and violent police crackdowns are common. Indeed at the December protests for fair elections in Russia, violence was reported against LGBT participants and people carrying rainbow flags. In a positive development, at the most recent rally in Moscow on 4 February, Igor Kochetkov, chairman of the Russian LGBT Network, was able to speak to the gathered crowds from the stage. Speaking?in December, he said: "We promote equal rights and respect for human dignity for each and every one. There is nothing dangerous or immoral about that."

In the UK back in 1988, there was a wave of activism as people took to the streets to protest the introduction of Section 28, which was fiercely supported by several religious groups and various individuals. Protests in Manchester drew 15,000 people, and 20,000 campaigned on the streets of London.? Section 28 became a focal point for LGBT organisations.? Norway criticised the UK over the provision, and there were protests?? in Amsterdam and New York. However, the effects of Section 28, although damaging and discriminatory, pale into insignificance when compared with the setbacks and attacks the LGBT community will suffer in St Petersburg if this bill becomes law.

Ultimately, these laws are an attack on freedom of speech and freedom of assembly everywhere. It is at times like this that all members of society need to speak out to protect these fundamental rights from being eroded. Hugh Williamson, the Human Rights Watch Europe and central Asia director, called?the bill a ?blatant attack on freedom of expression and a thinly disguised attempt to silence Russia?s LGBT community.? The international LGBT organisation AllOut.org is calling on people to contact their foreign office representatives to protest this proposed law and encourage condemnation from governments elsewhere.?

Evangelist raises Obama faith issue again, 'has no idea' what president believes

Christian evangelist?Franklin?Graham, son of prominent preacher?Billy?Graham, stirred up the politically sensitive issue of President?Barack Obama's Christian faith on Tuesday, saying he accepted the president at his word that he was a Christian but he could not know what Obama actually believed.

Graham, who has led the?Billy?Graham?Evangelistic Association since his father's retirement, also repeated earlier remarks linking Obama to Islam through his African ancestry and said the Muslim world saw him as a Muslim.

"That's just the way it works. That's how they see him. Of course, he says he didn't grow up that. He didn't believe in that. He believes in Jesus Christ. So I accept that," he said on MSNBC's "Morning Joe" program.

At another point in the interview, he said: "I have no idea what he really believes."

Earlier this month, Obama emphasized his Christian faith at a National Prayer Breakfast, saying he prayed every morning and has crafted key elements of his economic policies in line with Biblical teachings.

White House?spokesman?Jay Carney, asked about?Graham's comments on Tuesday, said the president was more focused on policy issues than on commentary about his personal faith.

Graham?said Obama's grandfather and father were Muslims. Obama himself has said although many people in his father's Kenyan village were Muslim, his father did not practice Islam and "wasn't very religious."

The issue of Obama's religious faith has already been raised in the campaign for the November presidential election, as potential Republican opponents assail his record and question his fitness to be re-elected for a second term.

One Republican hopeful, former?Pennsylvania?senator Rick Santorum, last week told supporters Obama's agenda was "about some phony ideal. Some phony theology. Oh, not a theology based on the Bible. A different theology." When asked about the statement later, Santorum said, "If the president says he's a Christian, he's a Christian."

Questions about Obama's religion by political opponents have sometimes been intertwined with discredited claims that he was born outside the?United States?and thus ineligible for the office.?Grahamhas aligned himself with that movement in the past.

Graham?said in Tuesday's interview: "I've told people this many times, I accept him at what he says. If he says he's a Christian, I accept that. I'm not going to say that he's not."

He raised no doubts about the religious commitment of Santorum and another Republican contender, former House of Representatives Speaker?Newt Gingrich. Both men are Catholics.

Speaking about another Republican candidate,?Mitt Romney, who is a Mormon,?Graham?said he would make "a good president" and said "he has the ability" to lead the country. When asked about Romney's Mormon faith,?Graham?said, "Most Christians would not recognize Mormonism as part of the Christian faith."

Billy?Graham?was among the most influential U.S. religious leaders of the 20th century, having prayed with every president since?Harry Truman. Obama visited?Billy?Graham?at his North Carolina home in 2010. ?

Mexican clubs ban major sports tabloid

MEXICO CITY (AP) -Nearly all of Mexico's first-division football clubs and the Mexico Football Federation have agreed to ban access to one of the country's most important sports newspapers.

An announcement posted on the website of the Mexican federation Saturday said the football clubs acted in solidarity with the Chivas team of Guadalajara, whose owner has often denounced coverage by the tabloid Record.

A Chivas statement accused the paper of "a campaign of hate and abuses." It said all 18 clubs agreed to ban the paper's representatives from their stadiums and other facilities.

But two of the league's top clubs distanced themselves from the announcement. Cruz Azul said it was not yet enforcing the ban, and later in the day the UNAM Pumas team announced it would not go along with the ban at all.

Chivas and Record have had a running battles about coverage. The dispute has intensified recently with poor play by Chivas, which failed to win any of its first six games in the current tournament.

Chivas spokeswoman Eugenia Valdez told The Associated Press that the club had no comment.

Alejandro Gomez, sports director of Grupo Editorial Notimusa, which publishes Record, told the AP he did not plan legal action to overturn the decision, but said the newspaper would continue to cover football.

"This is dangerous," Gomez said. "Today it was us, but tomorrow any club that is unhappy with coverage of its team can ask for the same thing and the rest will have to go along. It's a shame because Mexican football needs to improve and polish its image instead of taking measures like this."

In a column published Saturday, Gomez called the action "simple, retrograde and inefficient" and denied publishing personal material about Fuentes or other football league officials.

Cruz Azul, a team based in Mexico City, said it would allow the Record access this weekend.

"Since we have not received an official notice yet, we're going to continue as things were," said Manuel Velazquez, spokesman for the club Cruz Azul.

The Pumas team, a Mexico City club associated with Mexico's biggest university, the National Autonomous University of Mexico, known as UNAM, said it would not hinder Record journalists.

"The professional football team of the UNAM has never contemplated the possibility of restricting in any manner the exercise of the freedom of expression," the team said in a statement.

Chivas is one of Mexico's most popular clubs and Record has blamed the team's recent abysmal play on owner Jorge Vergara and his wife Angelica Fuentes, who serves as executive president of the team. It has suggested they have failed to invest in player talent. Vergara said the coverage had prompted death threats against him.

Vergara owns the Omnilife company, which sells health supplements throughout the Americas and in Spain.

Four of the teams in the league are owned by large media corporations that cover sports. Televisa controls Club America and San Luis. Grupo Azteca or its subsidiaries have majority control of Morelia and Jaguares. Televisa also owns Aztec Stadium, home to Club America and Mexico's national team.

With the next B.C. budget just a week away, Finance Minister Kevin Falcon says he is almost ready to roll out the tax rules for new home construction.

This could delay home purchases until the HST is phased out, as buyers wait for lower prices when the PST is put back in place in March 2013.

Mr. Falcon said he wants the transition plan made public before his budget, which he introduces on Feb. 21. But he said it is not ready. ?We?re still finalizing a few details,? Mr. Falcon told reporters in Victoria.

He said he wants to ease uncertainty around the home buying market during the long transition back to the PST system. ?For example, you may have a house being constructed in an HST world? But they may be selling that house in the PST world. You have to have rules for cases like that.?

Valentine's Day can lead to plenty of broken hearts. But for cardiac wounds that time alone won't heal, science has made some major advances. When it comes to heart attack, for example, a big development is emerging from a tiny source. Stem cells are coming of age.?

Stem cells, harvested from a patient's own bone marrow, have been heralded as a potential quick fix for damaged heart tissue. But can these progenitor cells actually work to heal massive muscle damage?

A new review of 33 studies assessed data from more than 1,700 heart attack patients. The review researchers found that those patients treated with stem cells?in addition to the standard care of angioplasty?had stronger tickers for years to come than those who had not gotten stem cell therapy. It's too early to say whether those with stem cell treatments will live longer, according to the new analysis. But for affairs of the heart, it's more evidence that good things can come in very small packages.

In an industry increasingly concerned with measurement and evaluation, internal communications is one aspect of our business where genuine metrics remain a relative rarity. Typically, success is viewed as the workforce having been informed of company news, delivered as easily as a company-wide email.

But is that what the workforce itself sees as success? After all, these are nervous times, and that makes for nervous people. The last few years have been difficult and put an end to the myth that the healthcare industry is somehow immune from recession. We are feeling the same pressures as other industries to do more with less, and employees are anxious to feel engaged in their roles and eager to see their contributions recognised.

Within this economic context, it?s surely a win-win to enhance our internal communications by incorporating more meaningful feedback mechanisms. We should reach beyond the usual ?please get in touch with any questions? postscript, and ask specific questions that can lead to fresh insights into how well we are communicating and, more importantly, how well our story works. In a market such as Europe, with so many languages and cultures within one business region, internal communication offers the canny marketeer an invaluable head-start in understanding the workforce and the marketplace.

After all, internal communications means engaging hundreds ? even thousands ? of people in different countries, who understand our market, our brands and our services. They can be engaged at an earlier stage than the public, and are motivated to share their opinions. In other words? they?re a free focus group on a massive scale.

So when we communicate internally, instead of just sharing news we should be asking for employees to share back. We could ask?

  • Whether the creative elements work
  • Whether the story is clear
  • What aspects of the announcement resonate best culturally
  • Whether they have any suggestions for how to make the story stronger.

The process can be as as easy as a link-through to an automated survey (the likes of which can be set up for free in ten minutes) or as involved as an orchestrated sequence of feedback seminars market-to-market. But whatever form it takes, it surely beats filling a dozen rooms with strangers and paying to watch them through a two-way mirror.

Now yes, there is of course still a need for focus testing, particularly when professional/customer-centric insights are required. Nonetheless, employees are in many instances a potential goldmine of insight, patiently waiting to be unearthed. With budgets tightening, this is surely the right time to search for those precious, untapped assets a little closer to home.

Obama budget sees recovery gaining speed

President Barack Obama is feeling upbeat about the economic recovery,?maybe too upbeat.

As part of his $3.8 trillion spending plan for 2013, the president included an economic forecast that shows the nation?s gross domestic product moving ahead by 3.6 percent this year and 4.4 percent in 2013. Obama and his advisors also see the unemployment rate falling to 7.5 percent next year, with an inflation rate holding steady at about 2 percent through the rest of the decade.

The administration also predicts the recovery will produce strong growth in 2014 before the pace of growth begins slowing in 2015.

While typical of the rosy scenarios outlined by White House budgets in an election year, the president added a note of caution to his economic outlook.

"We are seeing signs that our economy is on the mend,"?Obama said in his budget message to Congress. ?But we are not out of the woods yet.?

The president?s numbers are higher than forecasts from the Congressional Budget Office and the Blue Chip survey of about 50 private business economists. One reason for the discrepancy, according to the White House, is that its forecast assumes the president?s budget proposal will be enacted as written.

The odds of that happening in an election year are slim to none.

?I don't think that anyone is satisfied with this?budget,? said Roger Altman, founder of Evercore Partners and a senior Treasury official in the Clinton administration. ?It confirms the dire debt and deficit outlook. And, of course, no major tax and spending changes, whether they come from the president or they're proposed by Congressional leaders, are going to be enacted before the election. ?

The White House budget proposal calls for some $4 trillion in deficit cuts over the next ten years. Under Obama's plan, the deficit would fall to $901 billion in 2013 and continue to shrink to $575 billion in 2018. In the short term, though, the administration wants to raise spending on some programs that it argues will help the recovery continue to gain momentum.

?We must transform our budget from one focused on speculating, spending and borrowing to one constructed on the solid foundation of educating, innovating and building," the administration said.

According to the administration, that means spending an additional $476 billion on transportation projects, including inner-city rail services; another $30 billion to modernize?35,000 schools; and $30 billion more to help cash-strapped states?hire more teachers,?police, rescue workers and firefighters. The White House said Monday that the president will also ask Congress to approve an $8 billion fund to support a joint effort between business and community colleges to train workers in high-growth industries.

Congressional Republicans wasted no time attacking the plan, saying increased spending was exactly what the economic recovery doesn?t need.

?There's a number of reasons why we're looking at the slowest, weakest recovery since the Great Depression, but frankly, this debt is a huge drag on our economy,? said Rep. Jeb Hensarling (R-Texas)?who was co-chair of the ?super committee? on deficit reduction. ?We got to quit spending money we don't have.?

Some Democrats argue that, with the recovery just beginning to take hold, many voters are more concerned about their own household budgets than whether the government begins to take meaningful steps to manage its own.

?For most people, according to what they tell pollsters, what they really care about is jobs and growth: deficit is actually is ranked pretty low,? said Jared Bernstein, former chief economist to Vice President Joe Biden. ?There?s going to be a lot of discussion today about the deficit issue. But from the perspective of the economy that's still climbing out of recession, I think at this point adding to the deficit in the interests of short term economic boost actually makes a lot of sense.?

The administration is hoping that the latest improvement in the job market may deflect some criticism of its failure to forge a bipartisan solution to shrink the federal deficit. On the job front, the White House forecast was only slightly more optimistic than either the CBO or Blue Chip forecasts. Although all three see job growth as remaining weaker than normal for the next several years, the White House is a bit more optimistic in projecting a jobless rate of less than 6 percent by the end of 2017. (The administration?s current thinking may be even more upbeat: because the projections were made in November, they don?t factor in the much better-than-expected jobs numbers for the last two months of 2011.)

Notably absent are any broad proposals to revise the tax code. The plan includes some changes, including the so-called ?Buffet rule? that would close a tax break for investment income that lets billionaires like Berkshire Hathaway CEO Warren Buffet pay a lower percentage of income than his secretary. But the budget sidesteps the much thornier issue of comprehensive reform of the complex, bloated tax code that has been widely criticized by members of both political parties.

?Fundamental tax reform has been agreed upon across the spectrum from the left to the right as something that is necessary,? said Douglas Holtz-Eakin, former CBO director and chief economist in the George W. Bush administration. ?The president has never put forward a single serious proposal on fundamental tax reform despite saying he wants it. If he wants it, put it in your budget.?

The White House may yet get a chance to oversee one of the biggest changes in the tax code in nearly a decade. With Bush-era tax cuts set to expire at the end of this year, the White House has a chance to raise taxes by doing nothing, or issuing a veto on any bill to extend them.

That gives Obama leverage in the debate over how much taxes should be raised to balance the budget.

?I think it's a golden opportunity to start fixing the deficit problem,? said Altman. ?You have $3.6 trillion of revenue over ten years to work with.?
