(AP) McALLEN, Texas (AP) ? Emergency managers along the Gulf Coast typically don't welcome severe weather, but with more than 90% of Texas in extreme or exceptional drought, there's barely concealed excitement for Tropical Storm Don's arrival.

The couple inches of rain Don was expected to bring won't be enough to break the state's crushing drought, but any rain is welcome and many Texans are hoping it's just the beginning.

"We're looking forward to the rain," said Nueces County Emergency Management Coordinator Danielle Hale. "We welcome that rain actually."

Don was expected to make landfall early Saturday as a tropical storm with sustained winds of 55 to 60 mph. There are no plans to order evacuations along coastal areas, said Hale, whose county sits square in Don's path.

Primitive beach camping would be restricted in county parks, but camping for recreational vehicles on the other side of the sand dunes should remain open, Hale said. County beaches would not be closed except where Mother Nature closed them, she said.

However, Padre Island National Seashore, south of Corpus Christi, closed its beaches and camping areas Thursday until the storm passes. The park's recorded weather report Thursday closed with: "at least we're going to get some rain. Hey, wonderful!"

The only people hoping Don misses them are the cotton farmers in the midst of harvesting their crop with two weeks to go, said Rogelio Mercado, Texas AgriLife extension agent for Jim Wells County.

"All in all, everyone would welcome a good rain," Mercado said, but strong winds could make a mess of the cotton harvest. As long as the cotton bolls aren't knocked over, a couple of sunny days after the storm should allow the harvest to continue. Corn and sorghum have already been collected, he said.

Texas A&M University-Corpus Christi, located on the thin barrier island, announced Thursday it would close until Monday.

Don was in the central Gulf of Mexico Thursday evening, moving north-northwest at 15 mph with sustained winds of 45 mph. Tropical storm force winds were expected to begin hitting the coast around 7 p.m. Friday, with landfall following around midnight between Matagorda Bay to the north and Baffin Bay to the south.

Once ashore, Don was expected to move fairly quickly, making the threat of flooding small, said National Weather Service meteorologist Ashley Butts. Only about 1 to 2 inches of rain were expected along most of the path, with isolated amounts of up to 5 inches possible, especially along the northern side of the storm.

Giant Black Hole Caught Gobbling Gas on Camera (SPACE.com)

A supermassive black hole devouring hot gas in its vicinity has been seen clearly for the first time in a new X-ray view, according to a recent study.

Black holes consume material around them and grow by using their intense gravity to pull in surrounding gases. This flow of hot gas, as it is being sucked toward the black hole, has been clearly seen for the first time in X-ray wavelengths, helping astronomers better understand how black holes gobble their surroundings and how matter behaves in this extreme environment.

NASA's Chandra X-ray Observatory examined the black hole at the center of a large galaxy, called NGC 3115, which is located about 32 million light-years away from Earth. A large amount of previous data has shown material falling toward and onto black holes, but until now, none displayed such a clear signature of hot gas, researchers said. "It's exciting to find such clear evidence for gas in the grip of a massive black hole," Ka-Wah Wong of the University of Alabama in Tuscaloosa, said in a statement. "Chandra's resolving power provides a unique opportunity to understand more about how black holes capture material by studying this nearby object."

Wong is the lead author of the new study of the black hole that was published in the July 20 issue of The Astrophysical Journal Letters.

The flow of gas

By capturing images of the hot gas at different distances from NGC 3115's supermassive black hole, astronomers were able to detect a critical threshold where the motion of gas first becomes dominated by the black hole's gravity and begins falling inward. This distance point from the black hole is known as the "Bondi radius," researchers said. [Images: Black Holes of the Universe]

As gas flows toward a black hole, it becomes squeezed, making it hotter and brighter, something that was confirmed by the X-ray observations. The astronomers found that the temperature of the gas begins to rise at a distance of about 700 light-years from NGC 3115's black hole, indicating the location of the Bondi radius.

The new Chandra image also supports previous optical observations that suggest that NGC 3115's black hole has a mass of about two billion times that of the sun, making it the closest black hole of such an enormous size to Earth.

According to the researchers, Chandra's observations show that the gas close to the black hole is denser than gas further out, as was predicted. Combining the observed properties of the gas and their own theoretical assumptions, the astronomers estimate that each year, gas weighing about two percent the mass of the sun is being sucked across the Bondi radius toward the black hole.

Strangely dim

But, there are still some mysteries yet to be uncovered. Making certain assumptions about how much energy from the gas changes into radiation, the research team would expect to find something that is more than a million times brighter when observed in X-ray wavelengths than what is seen in NGC 3115.

"A leading mystery in astrophysics is how the area around massive black holes can stay so dim, when there's so much fuel available to light up," said the study's co-author Jimmy Irwin, also of the University of Alabama. "This black hole is a poster child for this problem."

Two possible explanations could explain this discrepancy, the researchers said. The first situation could be that much less material actually falls onto the black hole than flows within the Bondi radius. Another possibility is that the conversion of energy into radiation is much less efficient than was accounted for in the astronomers' assumptions.

Different models describing the flow of material toward the black hole make different predictions for how quickly the density of the gas is seen to rise as it approaches the black hole. Future observations should allow astronomers to narrow down and make more precise determinations using these models.

Colombian salsa star Joe Arroyo dies (Reuters)

BOGOTA (Reuters) ? Colombian singer and composer Joe Arroyo, one of the leading lights of the Andean nation's music scene since the 1970s, died on Tuesday from multiple organ failure, a medical clinic said.

The death of the 55-year-old salsa singer, who had long struggled with a drug problem and diabetes, prompted mourning in the music-loving country and beyond.

"I join the family of Joe Arroyo and the Colombian people for the loss of a great artist. He left us a great legacy, his voice is still present," tweeted Willie Colon, the New York salsa singer and trombonist.

"It is a sad day for music. ... Thanks for all the happiness that you leave us. Viva Joe Arroyo!" Colombian singer Juanes said through his micro-blogging account.

Arroyo died at a clinic in the coastal city of Barranquilla where he had been admitted about a month ago after coming down with pneumonia.

He was best known outside Colombia for his song "Rebellion." It tells the story of an enslaved couple living in the Caribbean city of Cartagena in the 17th century.

The song became an unofficial battle song for the oppressed, analyzed by music theorists and sociologists.

Arroyo, who was known as "El Joe" but whose real name was Alvaro Jose Arroyo, was born in a poor neighborhood of Cartagena, Colombia's most popular tourist destination.

Beginning his career singing in local brothels from an early age, Arroyo moved on to perform with famous Colombian bands, including Fruko y sus Tesos and The Latin Brothers.

In 1981, he formed his own band, La Verdad (The Truth), with which he became the most influential voice in tropical Colombian music in the 20th century, biographer Mauricio Silva wrote in local media.

Arroyo cultivated a wide following across social and cultural backgrounds. Silva said Arroyo's voice was heard on 47 albums, and he composed 100 songs, 40 of which topped local and international charts.

"I'm sad about Joe Arroyo's death," Colombian President Juan Manuel Santos said. "A great loss for music and for Colombia."

Jobless rates jump in 28 states in June (Reuters)

WASHINGTON (Reuters) ? Jobless rates jumped in June from the month before in more than half of the U.S. states as sinking public employment reversed the trend of steadily improving labor conditions in the first half of 2011, Labor Department data released on Friday showed.

Altogether, 28 states and the District of Columbia registered unemployment rate increases from the month before and eight states had rate decreases. From a year before, the rates dropped in 39 states and rose in eight states and the District of Columbia, Labor Department data showed.

In May, only 13 states and the District registered increases over the month and only four states had increases over the year.

The unemployment rate in Nevada rose to 12.4 percent from 12.1 percent in May, in the first rise this year. The state continued to register the highest jobless rate in the country.

"Recent weakness evident at the national level may be trickling into the Silver State," said Bill Anderson, chief economist with the Nevada Department of Employment, Training and Rehabilitation, in a statement.

Nevada's jobless rate typically rises in June, but the month's increase was twice as large as the average of the last 10 years, according to the department. Retail shed 800 jobs in the state, education 400 jobs, and healthcare 400 jobs.

After Nevada, California had the highest unemployment rate of 11.8 percent. North Dakota again posted the lowest rate, 3.2 percent, followed by Nebraska, 4.1 percent.

Shrinking tax revenue in Nevada has caused the state and local governments to cut 3,600 jobs over the year, the department said, almost all at the local level.

Many states seem to be following Nevada's lead. State and local governments cut thousands of jobs in June, pushing their payrolls down to the lowest in five years, according to a Labor Department report released earlier this month.

North Carolina, where the unemployment rate jumped to 9.9 percent in June from 9.7 percent in May, lost 10,200 government jobs, according to the state's employment department. Three-fourths of the cuts were at the state level, and mostly in higher education.

Oregon's unemployment rate edged up to 9.4 percent in June from 9.3 percent in May. Since June 2010, the state has added 29,600 private sector jobs, but lost 9,100 government jobs.

The housing bust, financial crisis and recession devastated state and local tax revenues. For more than three years, states have cut spending, hiked taxes, borrowed and turned to the federal government for help in keeping their budgets balanced. Now, with few places left to find savings, they are rolling back funds for cities, counties and school districts.

On a national level, payrolls rose 18,000 in June and the unemployment rate notched up to 9.2 percent.

Michigan held the highest jobless rate in the country during the 2007-09 recession, but at the end of 2010 its employment situation improved.

While its jobless rate of 10.5 percent is lower than June 2010's rate of 12.6 percent, the state's labor market "has shown no significant changes the beginning of the year," said Rick Waclawek, director of Michigan's labor bureau.

Still, total payrolls grew in 26 states and Washington, D.C., in June, with Texas gaining the most jobs, 32,000. California payrolls rose by 28,800 and Michigan payrolls by 18,000. The payrolls shrank in 24 states over the month, with Tennessee losing the most jobs, 16,900. Missouri followed, shedding 15,700 jobs, and then Virginia with 14,600 jobs.

Flood insurance premiums likely to rise if federal legislation ...

Higher premiums are likely for the nation?s 5.6 million National Flood Insurance Program policyholders under legislation moving through Congress.

A Senate bill expected to get its first committee vote next week would allow insurance premium increases of 15 percent a year, up from the current 10 percent limit but less than the 20 percent annual increases authorized under House legislation passed July12.

The Senate measure would require actuarial rates be phased in over two years for high-risk properties, those in 100-year flood planes. The House bill allows for a longer phase of five to six years.

The Senate bill, sponsored by Sens. Tim Johnson, D-S.D., and Richard Shelby, R-Ala., also recognizes the ?economic reality? that the program?s current $18 billion deficit ? most of it created from claims filed after Hurricanes Katrina and Rita in 2005 ? aren?t likely to be reduced anytime soon. The bill forgives the debt.

The House legislation contains a provision sought by Louisiana lawmakers that would allow coverage for business interruption or additional living expenses resulting from a major flood. The Senate doesn?t contain that provision.

The House bill also would allow maximum coverage levels to rise, starting in 2012, by the annual rate of inflation. an early draft of the Senate bill doesn?t contain the inflation adjustment provision.

Both bills would extend the flood insurance program for five years, bringing stability to a program that has received only brief extensions and several interruptions in recent years. At times, home sales were delayed because the home buyers couldn?t buy flood insurance.

The program, authorized by Congress in 1968, currently has 485,000 policyholders in Louisiana, according to FEMA. Average premiums are now $600 a year.

In a letter to the Senate authors, Sens. David Vitter, R-La., and Jon Tester, D-Mont., raised concerns with the bill?s quick two-year phase-in period for policyholders in high-risk communities.

?We share the concerns of the Government Accountability Office, which testified before the (Banking) Committee that sudden, that steep increases could reduce participation in the National Flood Insurance Program and increase taxpayer costs for post disaster assistance to property owners who no longer have insurance,? Vitter and Tester said in their letter.

They urged Johnson and Shelby to consider adding coverage for business interruption and increased living expenses caused by a major storm.

?In communities where insurance against business interruption and increased living expenses are not available through private markets, the National Flood Insurance Program would serve as a provider of last resort,? the two senators wrote.

They also recommended a fix for a decision by the U.S. Army Corps of Engineers to stop certifying flood-control structures. The corps cited fiscal problems.

But the corps, according to Vitter and Tester, still conducts periodic inspections of flood-control structures, although they don?t meet the accreditation standards established for the flood insurance program. The law should be changed to allow those inspections to be used by policyholders to demonstrate adequate flood protection for their communities.

?This measure would allow communities to use Army Corps of Engineers flood-control structure inspections to certify that their flood-control structures meet the accreditation requirements,? they wrote.

The Senate bill also would create a Scientific Resolution Panel to address mapping-related concerns from communities dissatisfied with the outcomes of their appeals to FEMA. it also sets up a Commission on Natural Catastrophe Risk Management and Insurance that would examine the risks posed by natural catastrophes, the means for mitigating those risks and paying for losses caused by natural catastrophes.

Susie Wiles is leaving her post as campaign manager for Republican presidential candidate Jon Huntsman, the Washington Post reports.

Wiles ran Florida Governor Rick Scott's (R) campaign during the 2010 election season. According to the Miami Herald, she said on Thursday that "it was just time" for her to depart her job with Huntsman's political operation.

"I signed up to get it started," Wiles explained, the Herald reports. "It?s like a phase. This morning I said it?s time to move on."

Wiles will reportedly be replaced by Matt David, who currently serves as communications director for Huntsman.

CNN reports that Senior Campaign Adviser John Weaver addressed the shake up in a statement. "Susie has served the campaign well and was vital in getting it off the ground in such a short time-frame," he said. "Now the campaign is moving into phase two which will be more aggressive from a messaging and tactical standpoint and Matt is prepared to take that on."

Huntsman formally announced his candidacy for president of the United States last month. Earlier this year, he resigned as President Barack Obama's U.S. ambassador to China.

There has been a lot of hype about Starcrossed. I've seen it explode everywhere, from the book-blogosphere to Goodreads, to dominating shelves in Borders and Barnes & Noble, so to say that I was a little intrigued would be an understatement. I started this book a few days ago just as something to pass the time while I packed, so I could get all the early boring backstory out of the way and dive into the meaty stuff while on vacation.... except the book never made it on the plane. I devoured Starcrossed in less than 24 hours. I was that absorbed by it. It was a very cute paranormal romance, but it also had some great fresh elements that made it stand out from the crowd -- especially the roots in Greek mythology.

One of the coolest things about this story was the Greek mythology. The protagonist, Helen, and her love interest, Lucas, are intertwined -- starcrossed lovers, actually, if you'll allow me the pun -- in a way that involves the old Greek stories. I won't spoil it for you, but I thought it was a very original concept, especially since Josephine Angelini didn't rely on the old vampire/werewolf/fallen angel/faerie standby. You don't have to know anything about Greek mythology to appreciate the story, but if you are familiar with some of the stories then you might catch some subtle references that the general reader might miss. As someone who knows very little about Greek mythology, I loved that every new plot development caught me by surprise and I wasn't able to anticipate where the story was going. (And when I did start to "figure it out," a few chapters later, I realized I was wrong.) My favorite element of young adult literature is usually the budding romance, but this is one of the few paranormal romance novels wherein I actually found myself more drawn to the plot action and world of the story than the boy-girl interaction.

I say this, but I also loved the Lucas-Helen interaction. I liked that their relationship didn't start off as a love at first sight scenario, when two days later they are professing the inability to breathe without each other. The relationship has a rather interesting start and grows at a believable pace, and they have such great chemistry on the page. I was particularly fond of Lucas and his story. Helen was also interesting, especially in how she comes to realize that she is part of the "paranormal" (or "Greek") world. Her hallucinations are genuinely creepy and information is revealed slowly, rather than building up to a "big reveal" chapter.

I just loved how Angelini paced the novel, always keeping you guessing, but never frustrating you... unless it was absolutely necessary. The characters were very interesting, especially in Lucas' family -- I loved Hector probably more than Lucas even -- and there are several exciting things that happen at the end that leave me on the edge of my seat. As someone who reads a lot of teen paranormal romance, I will admit that there were some elements of the romantic plotline that were similar to a couple other novels I've read, which is probably why I preferred the action plot that was totally unpredictable. I wouldn't call this a cliffhanger ending per se, but Starcrossed definitely ends as things are kicking up several notches. Just remembering those last 50 or so pages gets my heart racing. I really enjoyed this and highly recommend, especially to fans of Stephenie Meyer's Twilight series, Maggie Stiefvater's The Wolves of Mercy Falls series, and Shannon Delaney's 13 to Life series. A must-read for fans of paranormal romance, looking for something a cut above most and wildly original.
